Why am I hearing an evil laugh randomly
Just to preface, I have two adults one daughter living in oasis springs. none have toxic traits and I have no expansion packs. out of no where I’ll hear a deep evil laugh that is a bit louder...

Have you noticed any Sims loitering around the home? Evil laughs can happen when there is an Evil Sim in the vicinity, so if you have a random visitor on the doorstep or hanging around outside unless it's a haunted lot as already suggested.
I've had a lot of issues with rowdy uninvited guests at various lots. I can think of one in Oasis Springs where I had to delete Sims from Other Households just to get them off the lot, half the time I didn't notice them till they started making a racket.

There’s sims walking past the plot and that’s it. The only time people arrive at my plot is when they welcomed me to the neighbourhood. The house isn’t haunted.- @j1piter_f Are you on PC with any mods by any chance? I can't find any mention of it in the bug reports to see if it's happened to anyone else.
