Why doesn't my sims have the practice signing option

When i click my sim there is suppose to be a practice signing option but it's not there. Can someone help me?

    @megan2990 
    Do you have the City Living pack?
    The Singing skill is not base game.
    It was added with City Living. A Sim with zero skill can practice singing only if you have City Living installed.
    Nothing extra (microphone) is required to start learning the skill.

    "Sing in the Shower" requires level 3 of the skill.

@megan2990  Do you mean practice singing? Have they learnt how to sing yet?

@megan2990 I agree with @DonroaAkashu , I think you need to be at Level 3 in the Singing skill to be able to practice singing without a microphone. At lower levels you can still sing using a microphone or a karaoke machine.

Edit: Correction, the "practice singing" interaction can be done at Level 0 Singing skill as long as you have the City Living pack. Thanks @EuphorialQueen !!!
