Windenburg won't load lots

Its similar to the old bug that duplicated worlds, where one was empty- however, nothing has been duplicated. When I go into Windeburg from world select, its... empty. No lots. Nothing. It says no one lives there, when I actually had a LOT of my sims in there! I managed a work around to get in by using MCCC (character name) > play household. It would then let me in the world and everything worked fine. But since this was just a work around for a glitch, I decided to try to find a way to actually fix it. 

I have tried everything. Clearing cache. Repair. Removing mods. Restart computer. Repeat. Repeat. Repeat. I even went as far as to uninstall and reinstall! I thought maybe a certain lot I'd downloaded was corrupting the world, so I removed it.... no luck. I added it to a differnt world and that one works just fine! Every time I leave the world and return through either world select or exiting and re-entering the game, its empty again and doesn't have the "x played households" above it like it should. Eventually even the MCCC (character name) resulted in "(character name) doesn't exist"! When going to manage households though, they're clearly there!

I wondered if it was one of my families, so I moved them all into different worlds... and they all work just fine? I have NO idea whats causing this, but I really like Windenburg and want to use it again :(
