Building tools from past games are not possible in 4 because of the game engine. The world environment is a flat surface and is not written to allow changes in elevation so terrain tools, swimmable oceans, multi level foundations, snow depth and split level stairs are just not going to happen unless they change the engine entirely. Stairs in the game are really just an object to simulate the effect of multiple “levels” but the 2nd floor is really on the same plane as the 1st floor. They managed to patch in pools but that’s about it. I’d be very surprised if they made any new large scale features for build mode because of how limited the engine is.
The gurus have said that most bugs from past packs are not prioritized for patches. That’s why so many of them have stuck around despite widespread customer feedback. SimGuruKate herself said certain bugs will never be fixed. Making new content (and making new money) will always be the studios priority over fixing old issues for products people have already bought.

Not in current worlds no but they could make them proper in new worlds when they add them.

Not in current worlds no but they could make them proper in new worlds when they add them.
if they add them. we might just get a few lots with a beach and swimming, roads and oceans are none existent at present. hopefully they do give us proper oceans again.
after all this time, I wouldn't hold my breath for them, just hope they do of course.
my point to the other poster, we don't have oceans not because the waters too cold or sharks, because currently we don't have them full stop.

The reason playable oceans haven't been added yet isn't just cause the current ones aren't playable. It's also because we haven't got a beach location vacation yet. It's pretty safe to say that is a given because of so many requests for a beach vacation pack..

Many CC creators have discussed the engine and its limitations over the years. I cannot link each and every one because many of the past threads and blogs have been deleted. However, Luumia’s explanation about how the game treats terrain is pretty straightforward:
“Previous Sims games used math to generate a layer of snow on top of the existing ground and they could do this because the ground was dynamic i.e. the engine allowed terraforming.
This isn’t possible in TS4 because the engine only recognizes the ground as “routable set dressing” i.e. a flat ground that Sims can only walk on. The neighbourhoods in TS4 are kinda like separate model cities. Everything is “glued” together in a very specific way and to change certain things would be impossible or too costly for the team.”

Regarding the floor levels - because the engine cannot distinguish differences in height the 1st, 2nd and 3rd floors are all considered to be on the same plane. Technically, stairs are just another object that happen to have a walking animation. The sims are not really ascending or descending to the next level. It would not look very pleasant if sims simply snapped to a different level, which is why we still have stairs. Without the underlying code that uses mathematical calculations to determine height and depth, enabling multilevel foundations or terrain tools become extremely difficult. Although they said these things were possible, they also said that possible does not mean they actually have the time or resources to make them happen. Grant himself has said that terrain tools and different stair types are not high on the priority list due to the animation and production costs compared to the profits they would see in return for that kind of investment.
