Well, my current sim never find it difficult since she is a scientist who can always reach for her infinite supplies of flirty serums.
For other sims, I find it easier to set up the encounter in an enclosed room with an incense burning nearby (with the Sandalwood scent). Maybe you can research pick up line before your person of interest arrive? And remember to soak your sim in a Rose Petals bath in advance to get that charm going, and try on some outfits in front of the mirror to stack up the moodlets.
