There's weddings, either as a bride/groom or as a guest, funerals, restaurants as guest, formal parties, highschool prom, and also those national costumes could also fit the formal category if you want to have a cultural themed party or as uniforms for restaurant staff if you want to make an ethnic type restaurant. If you play singers you could give them a formal outfit to wear when they sing for tips, kind of like a stage outfit.
