A question about 'potent potables' magic perk

Hi, Looks like other perks all help or increase the ability of my spellcaster sim but not sure about this one. If I pick this, then will the all potions be hexed? I remember my sim passed out while making potions at the cauldron some years ago. He was at virtuoso level, but he got black smoke from the potion in the cauldron while making it. Maybe is that from this perk he had?
