Could you maybe move them to Newcrest? I always imagine it as being an extended part of Willow Creek and the two main neighborhoods (the one with the large lot and the one with the pond) are quite active with sims. Alternatively and a bit stranger there's also Magnolia Promenade. You'll get the occasional odd costumed walk-by (which you may be able to turn off if you have MCCC I've never looked into it) but I had a sim live there once and it was surprisingly active with sims and it also looks and feels like an extension of Willow Creek. I wouldn't recommend MP for a collector sim as there isn't a whole lot of collection spots but other then that it's a nice little neighborhood that can be fun in the right circumstances.
