Another thing I've noticed is that Sims can idle chat without actually gaining any relationship. They do this automatically so you actually have to direct them to have conversations and choose topics or have them all do an introduction in order to get relationship points. The idle chatting is a game illusion to keep things looking lively and friendly so make sure that any Sims you want to actually build relationships are properly introduced and directed.
Once had some Sims in Uni hanging out for hours with guests autonomously, only to find out that some of them hadn't properly been introduced and didn't technically know them at all. Same happened when a member of another household visited my Sims who used to live with them. No relationship was gained with all but one because they weren't invited in or directed into conversation with the other Sims. It's such a frustrating system because I forget all the time when I see them all chatting it up.
