In Sims 2 when you leave a spellbook out in the open and a non-witch interacts with it, they get bitten by the book. They could have done the same for the oh-so obvious portal. And then slap the sim with a permanent uncomfortable moodlet that has clear instructions on how to proceed from here on. Namely visit Sylvan Glade, a sufficiently mystic place that comes with the basegame and conveniently isn't even locked by a skill gate, so very beginner friendly. If a sim with the moodlet from the portal enters Sylvan Glade, a new npc is spawned and from here on it can many ways, all of them resulting in the sim being allowed into the magic realm for the first time.
BUT if they had gone that route, chances are people would have said it's too rpg-like, too much forced questing and too much like Strangerville. Too much or too little, there's no winning this game.
A bigger problem I see in how everyone is eligible for transformation into spellcaster and walking around the magic realm. It is as if the devs expect that every new pack they release will become the sole focus of our stories from that point on. Get Famous is an earlier offender: Now that celebrity sims exist, they are all over the place. Repeating that mistake is especially baffling after they did it right with mermaids (not the lifestate itself, but in how they are semi-hidden and it is up to the player if and to what extend they want to weave them into their lore).
