NPC sims are those not of your creation. I've killed maids and sims that pass on the street, none of them were ever a part of my household and all were created by Maxis.
Vengeful deity wants you to kill your own creations, not Maxis' sims. ;)
I'll do that one next, it'll be easier as I can control random sims I CAS in my household.
