Aging for "Active Household only" works not as expected -- an experiment in rotational gameplay

Sorry if I'm repeating posts or if this has been answered already. I've read this whole thread and am still slightly confused about aging. I have auto age unchecked for everyone (I think). I have one save for the multiple households I play. Does this mean aging completely stops for every household played? Is my puppy/toddler going to stay a puppy/toddler unless I change settings?
