If auto aging for everyone is turned off (unchecked) then yes, aging for everyone, including played sims, should stop. Unless you have it set to aging for active family only. If that's the case, your sims should only age if you are actively playing them. Note that this won't stop a sim from having a baby if they are pregnant when you switch households.
