Yes, that will work. When I played a larger rotation I turned aging on for NPCs only during the first rotation. The played sims and and the unplayed sims all aged at roughly the same rate. The biggest drawback was that all the NPC deaths occurred during the first rotation so my first household would get hit with all the sad buffs.
Are you using a mod for this? I've checked and there are only two options. Aging on for active household, only and aging on for all households (or words to that effect). There is no NPC aging off option, that I could find, anyway. I was eager to select that one, too. I keep losing Sims and it has a direct effect on my Global Superstar and his family. I'm sick to death of them walking around deep in mourning for much of the time.
