You can age instantly any sim except elders.
Make a cake, click on it and choose add birthday candles.
If it's your household sim, click on that cake and blow candles.
If it's NPC sim, get one of your sims to talk to him/her then click on the cake and choose option "age up sim".
You don't need to set a party for that, although it would be nice to do for your sims' kids.
