Annoying dirty leaf piles won't go!

this leaf pile didn't go last year fall! i've tried to burn it like 7 times it won't go..even using cheats there's no option to delete it!
its annoying you can only throw away leaf piles in your lot
cannot go fishing here without keep getting that uncomfortable buff no matter what season it is..
any way how to remove it please?
