Hard to say. The actual addition of more skins tone shouldn't cause you much issue but it does sound like the new textures are going to be at a higher resolution so that the end up looking cleaner. They said that player's with low end computer may need to turn off "uncompressed sim textures" or potentially experience a crash. Because of this low end players may not even be able to see the improvement to the skins even though they'll have access to all the new skins.
Now whether this update breaks the game as a whole that is also hard to say. Te update is not only adding new skins but is adding sliders to the skins and the makeup is being updated to have sliders as well. This mean that all skin and makeup cc will break. This could also potentially break sims that use cc skin or makeup. If I was a player using cc skin and makeup I would remove them from my game, fix all my sims, and wait for the update and for creators to update all their work.
