Anyone notice children can't become plant sims anymore?

Someone on Twitter alerted me to this. I tried to change a child to a plantsim with testing cheats by shift clicking on them. Clicked make into a plant sim and nothing happens. Tried more then once. S...

Unfortunately it is normal in sims 4. Kind of makes plantsims useless in rotational games. I still don't understand why they are only temporary in this version of the game.
