Are "no work" holidays supposed to take away my work vacation days???

I guess I'm one of the rare ones who hardly ever uses all the vacation earned? I always end up with gobs of vacation time for my sims that I don't know how to use, even including travelling. I actually don't mind the custom holidays using up vacation days.
