The vacation days are not a problem for adding, to increase them just get promoted at work and good grades in school gives you +1 vacation day for every 3 days, work gives you 1 vacation for 3 days being promoted gives you 1 vacation day.
Edit: I also forgot to mention the get to work active career gives your sim 1 vacation day if the bar is filled up, 1 vacation day for each promotion and 1 for 3 days of work.
Holidays should not use vacation days, no matter how easy they are to accumulate. Also, if you have packs like Jungle Adventure and/or Outdoor retreat, your Sims won't ever be able to go on vacation if all of their vacation time is used up by the holidays. They should just allow our Sims a certain number of off work/school holidays per seasonal cycle that don't count towards vacation time. That would be similar to real life, and allow our Sims to use their vacation as intended - to go on vacation.
