Are "no work" holidays supposed to take away my work vacation days???

@KLAlexis No, events and holidays are two different things. You can create your holidays for the entire year right away. But events you can only create up to two weeks in advance. Events are just the various parties in the game, like dinner party, house party, toddler play date, etc.
