Are "no work" holidays supposed to take away my work vacation days???

The holidays are set up so that they use up vacation time and once that runs out the holidays are unpaid. Could vacation time in general not be altered to work in the same way? So at any point we can take a day off work but we will only be paid if we have the vacation days available. I like the challenge of having to earn vacation time in order to still be paid but I don't want to be unable to take days off when I want.
