Maybe add several "Day off work/school" options instead of the singular. Suggestions:
- Major Holiday - Most sims celebrate this Holiday - Unpaid day off, doesn't use PTO allowance. If you have the day off anyway you get a day in lieu (unpaid day off whenever you want it).
- Minor Holiday - Some sims celebrate this Holiday/Easy to fit around work - Optional day off work (pop-up similar to during events asking if you want to take PTO/UTO), uses PTO/UTO allowance if you take the day off.
- National Day - Sims observe traditions on this day, but business continues as normal - You need to book PTO/UTO in advance if you want this day off.
This would require adding UTO (unpaid time off) but this could be useful for other things too (bereavement leave etc).
Or maybe, have national holidays, which are paid time off, and other holidays, which you can take off, but you don't get paid for... unless you have accumulated holiday leave.
Here in Oz, we have public holidays (Christmas, newyear, queens birthday, easter, Australia day, various others), which you'd get paid for time off, or you'd get additional pay for working on them (people in the food service industry are the ones likely to be working then).
You also earn your annual leave by working, in game, you could work 3 days, to get one paid day off. or something like that. Work 6 days, get 2 paid off. Have your paid days off following a public holiday and you get 3 paid days off in a row.
They could limit the abuse of this system by limiting the number of paid public holidays off. eg, 1 per season
