I share builds and if they are playtested or have no MOO then they have hashtags saying so. Some of my early builds don't because I was learning as I go including conventions on the gallery. My gallery name is beckablitz. I usually find the lesser known builders who maybe have 100- 200 downloads actually have great playable builds whereas the higher numbers are sometimes the arty ones that look good in the pictures but aren't so playable. When I am feeling lazy - I really appreciate the other builders sharing things that I can use too.
I do use MOO in a lot of my builds but 90% of the time it is either to landscape - as plants aren't designed to sit like in a garden without MOO (so annoying - I would prefer not to use it) or to fit something on a shelf. My builds are rarely cluttered enough or big enough to cause lag - until recently I only played on a surface pro and there is definitely a limit to what laptops can handle so any reasonable PC should have no issue with my builds.
However, I love that people do build for art and I love to download some of the big and amazing builds just to marvel at the skill and creativity of the builders. I don't use them in my play though. If I could build like some of those well known art builders I would -for the sheer joy of being artistic - but I can't so I satisfy myself with building nice things to play in and share them in case someone else is interested.
I have found that changes in the way the SIms 4 works and mysterious changes when you re-place builds have made some of my functional playtested builds not work anymore. In one of my builds sims can't walk past a desk that was not an issue in playtesting and in another a wardrobe causes the same issue - yet in my games my sims walk past it without issue. I try and place a build in several different saves to avoid this but it doesn't always work.
