Funny you should mention this. Today I built a starter home and decided I would leave it up to the player to place their own outside bin, unlike the last starter home I built in which I ensured there was one outside and inside. So yeah, the next one I'm about to share is outdoor bin-less lol. It's quite likely I have forgotten them on a number of previous occasions.
Also a note for anyone on the off chance they haven't realised - if you buy the electronic bin (I call it a zapper), you don't need an outdoor bin. It zaps everything away/recycles it (whatever its supposed to be doing) and even pays you when you put rubbish in (presumably for recycling). An added bonus is that angry people for some reason cannot kick over the "zapper" bin. For this reason they are also the ONLY bin you should ever put in a retail store or restaurant to prevent customers from kicking it over.
Unless I'm doing a starter home where I have to watch every single dollar being spent, I ALWAYS have the zapper bin. So much tidier and easier. :)
