If they free the babies they could easily add a script to the game that replaces existing bassinet-tied-babies with the new, freed ones. Most of the what-ifs presented here apply just as much to literally any other new gameplay that they add to the game. Babies aren't at all unique or special that make those risks "greater".
The question isn't so much 'can" they do it, and more of "is it worth their time" for such a short duration part of a Sim's overall lifespan.
My concern is about how Object babies and Sim Babies are different kinds of assets. One is an interactable object - one that CC creators have said is a pain to work with to make new ones - one is a sim, which has a different set of coding attached.
I'm not saying these risks are greater with free babies, but they are things that I sometimes feel people who want free babies don't think about.
