I have an evil sim and she really enjoys getting other sims riled up and takes so much joy out of their angry behaviour. I love playing her, she is both extremely attractive but a complete nightmare at the same time, she loves being that way.
i have a kleptomaniac, she steals from the willow creek archives all the time (i make sure to go into build and replace what she stole). She she steals from neighbours if they invite her over, she steals from work. she can't help herself. She loves the thrill of the steal.
i have mean sims as well, they love arguing with other sims, winning their arguments and generally making a fool of themselves.
Both evil and mean sims when left autonomously will act on their evil or mean behaviours, so any efforts to build a relationship could be sabotaged quickly, especially if your sim happens to dislike mischief interactions and sims with either evil or mean like to use them.
