Bar and Cafe question

I am starting a new save and placing new bars and coffee shops down because I usually use the same ones over and over, time for a change! I am downloading from the gallery and see many bars and cafes with two bartops and two coffee counters (usually one on the first floor and one on the second floor). Does the game generate two bartenders and two baristas per lot? If not, is there a mod for that? I see no point in having two bartops if the game only generates one bartender. Thanks!
