How do you befriend a dust bunny it is always grayed out and says I have too many?

You’re only allowed to befriend 3 total from what I understand and they have to be around for a little while, and you have to get their happiness up by feeding them dust and petting before you can befriend them. Once you do befriend them they will stay in your house even if it’s pristine clean.
