So, I might be the outlier here, but...my in-game photos have always looked like that, going back to GTW. From a distance, they look fine, but up close they appear pixelated like this. (Large ones always seem to look slightly better, as do ones that are more zoomed in. But the pixelation is there on all of them.)

Mine look bad from a distance as well and worse zoomed in :(
I'm sure other players have cleaner photos, certainly looked cleaner in some videos before the pack was released. Though I could be very wrong, I can't really find a comparison as most people are posting the screenshot of their photos.

Whenever I take a picture in game using the letter "c" my pictures come out very pixelated, Ive taken mc command center, wicked whims, ui cheats, Basemental drugs, and slice of life all out of my game but its still happening. :(
