unrelated but i read that as babybuilder and was confused as heck
no idea though have you tried all types of exercise? debugging your sim? changing aspirations couple times?
no mods that could cause it?
i think i had something like this with some other aspiration before and i just had to fiddle a bit
sometimes my sims complete things they haven't completed too which throws me into big mystery
like this one time my game decided vlad had kid that finished career even though he doesn't like o_O (i assume it might have to do with offspring system tho)
