I had more run-ins with her in TS1 downtown than TS2. She was always to be found. I did a TS1->TS4 thing, and I just had to include her, even if she wasn't one of the playable premade sims.
Imagine what it would be if she was visiting a neighbourhood with the "Free Love" NAP. She'd be in heaven, with all the scolding and smacking she could do
