I know the headache of trying buy the best pc on a budget and not knowing much about computer specs ???
Good choice to go with a desktop though! I have no experience with building a desktop but that's cool you have someone to build it for you!
I've brought used PC's with little to no wear without any issues.
if you can save just a bit more you could do an MSI gaming desktop. Or something similar.
But out of brands I've tried MSI has brought nothing but happiness to my gaming life. I don't care what anybody says, all brands are not created equal even if the specs are the same.
I use to have a 12 year old pc that could run all packs but not on highest graphics or with all my cc. As a daily hobby it was frustrating. I had lag in big lots too.
So when I went desktop hunting my goal in mind was to be able to play on highest settings, pack it with cc, reshade with tons of presets and have 0 lag or problems!!
My uncle brought me an MSI laptop that ran like a beast like no laptop ever has. And I was so impressed with the performance I fell in love.
But I ended up giving it away to someone who needed it more. However, MSI left such a good impression on me I said I NEED this in desktop form. I saved and saved until I could afford to buy an aegis 3 MSI desktop only used a few months and well cared for on Ebay. I think it was around 1,300 USD. Keyboard and mouse included.
I had it for about a year now. My gaming life has since changed. I run everything I ever wanted in ts4 and any other game like a dream. It handles anything I throw at it, it's so quiet! and it's the only brand I will ever buy in the future. Because I had a lot of bad past experiences with many other brands and computers that glitched, failed, made me loose my whole story I was writing or just overall wasn't good.
Though I'm sure there are even better specs for even newer PC's this Is the specs for the aegis 3 I brought.

and I don't know anything about building a PC but Whatever you decide to do it's worth it to save money and make sure you get a GOOD pc or the best parts for it

It's going to last you for years.
As a bonus I saved for a 27 inch curved MSI monitor later on and I feel like I'm in sim heaven when I play.
I know some people say you don't need a pc all that powerful to run TS4 but I say the more powerful the better!! ??? it can never hurt.
