For Rent is the only pack that I could actually have fully used the main feature in my game but because of the bugs I haven't used it yet. I don't know if or when they are going to fix it, but apart from the apartments issue, the EP can be fully used. The world and BB catalogue are nice, you can use the heaters in regular houses, you can spy on your neighbours in regular houses, you can collect and play marbles, etc. To me it looks like very little that cannot be used, everything else can be used.
I believe the system used for residential rentals is similar to the system that will be used for hotels. Purely speculation but I think they are working on a hotels pack so they are likely prioritizing this bug. Again all just speculation.
