Definitely sounds like a bug. I play on 14 days (switched from 7) and haven't run into this issue but someone else might've. Could be specific to 28 days? Are you currently using mods? Some usual steps to try and un-bug something is to clear the cache, repair the game, and test without mods (presuming you have any) and see if that fixes it.
