Can a surface pro 4 run just the base game and like one pack?

My surface pro 3 is 4.5 years old and the game with all expansions, game packs and stuff packs is only just NOW starting to not run properly. If it is close to new, it'll work perfectly. Just turn all graphics down to medium and enable laptop mode!
