In past sims game actually my Teen sims seem to be the age that loves hanging out on the swings the most. So far in Sims 4 I see mostly kid age sims using them.
Toddlers can use swings in the sims freeplay though.
Freeplay is made very different than a pc game - it is more like computerized interactive cartoon - than a pc game is. So you cannot really compare the two to each other. Fairies in FreePlay were tiny little things - which can't be very easily done in this kind of game but it's real simple in a 2D animation cartoon like Freeplay.
