There are certain worlds that don't see snow (instead it rains) and don't get freezing temperatures.
Even then your sims could still see snow and low temps. Even Oasis Springs will get a flurry during the mysterious weather storm (it won't gather though). I haven't played in Del Sol Valley yet so idk about place, also don't know about Strangerville but Sulani looks like it will be mostly free of cool temps.
I'll say if you really don't want certain weather effects this may not be the pack for you. The weather is a persistent feature, it is unavoidable and unpredictable (like irl). If you have cats & dogs and love Brindleton Bay it's basically a icebox.
