Can you have ghost toddlers

if you try for a baby with the grim reaper do you think you can get a ghost toddler?

Toddler who doesn't age and stays toddler forever? No!
It's actually impossible to try for baby with Grim Reaper (I'm sure). It is possible to download a ghost from the Gallery and turn them into toddler.
