I do not know of a command to reset the lot, but I can suggest a couple workarounds.
Simplest of all is to go to a different savegame where you haven't messed around with that particular lot. Save the unoccupied lot to your library and you can download it into the savegame where you're doing the building.
You can also use the eraser tool to remove the terrain textures you added, but that might take more time/keystrokes.
