- Hello.
You could set up your bakery, and also include the espresso bar item in the store. You could then hire a barista to tend the espresso bar or tend it yourself. You won't receive money but it could be like a cafe, without receiving the money. - It is a shame that we can't run service based businesses..... Oh well
- I'm disappointed that we can't gave actual cafes and restaurants. We can TRY to get something SIMILAR to a café, but it won't actually be a fully working café.
I spent 2 hours building up a café only to realize that they don't eat the food they buy and they buy the entire serving instead of just one plate. ugh... - If you get Dine out you can create a Coffee shop/café. Also you could get a household sim to tend the Barista stand while the restaurant/café to make it look more like a café but have a kitchen in the back with chefs. I created a café with dine out, added a barista machine stand thing and used the GTW shelves to place a few samples for customers and for decoration while they wait for coffee and which ever item they order.
I tried owning a retail/café with just GTW but my sims didn't get any money for tending or anything. Even if sims bought a coffee  Maybe save up for Dine out and then your Sims dream of owning a café will come true  - Hello @jcandye .
I think waggymiley2013 may have meant the espresso bar,

Haha sorry my bad. I did mean to say espresso bar. Thank you @rosemow
You're welcome :) Happy simmimg!- You can run a good bakery/cafe
With get together, get to work and dine out
Tho you can't chef/serve/host.
Its bad that it took two ep and one gp but still not a perfect :( - No you cannot run a cafe. Its not Open For Business where you can run any type of business from bowling alleys to bars to dance clubs. Get To Work only brought pieces of Ambitions and Open For Business over giving an awful expansion pack experience with little to no future expanding upon. Retail is retail and only retail is allowed with Get To Work meaning stores selling electronics, furniture, clothes, etc. You will not make any money from the barista object and you cannot use it yourself with Get To Work because its only the retail portion from Open For Business that returned. Maybe in the future there will be an expansion that allows you to play with Open For Business but until then you cannot have an actual functioning cafe.
Sad really since The Sims 3 even allowed a variety of businesses with Ambitions and future expansions allowing you to build, own, and operate various community lots. Such as bars, clubs, alchemy shops, resorts, etc. - You can't run one literally as a 'cafe type lot', but you can make a retail lot and tend a coffee bar and such...so I guess it depends on your definition.
