Cannot edit apartment balcony in Evergreen Harbor
So I can't edit the Pinecrest apartment balcony in evergreen harbour. Does anyone know why? Is this a glitch or do I need to unlock something? If so is there a cheat around that.

The balcony is really an extension of the uneditable neighbourhood and very few lots. TS3 set expectations very high.
