It seems no matter what the previous relationship is, the sims must be 'friends' as deemed by the game before you can edit their relationship. I find it really strange, and I wish it was as simple as just editing their relationship...
For me, I'm having trouble making a child show up as that for her mother and father. It's really strange. For one parent she'll be the daughter and for the other she'll be a roommate. :(
