cannot set broom for my sim to use?

Hi,

I just watched a quick youtube video on how my sim buys and uses the brooms and according to the video when clicking on the broom in the sims inventory the options are always use broom or set certain broom as favorite broom and all I get when clicking on my sims brooms in the inventory is name or put in inventory?

both my sims are well up in their magical abilities so I am not sure if this is a bug or something I am doing wrong?
