Canoe only for 1?

Is the outrigger canoe only for 1? I imagined taking multiple Sims on the canoe and going someplace...but I can't get more than 1 on the canoe. Am I missing something?

I really don't understand why they didn't create boats to handle at least two people, they did this in TS3.
