Yes, Humor & Hijinks is a good solution. Whichever side my sims choose wins, because I put some effort into telling jokes or playing pranks. Winning as a joker also gets you some fireworks and a microphone, which can be sold. I think the fireworks are worth around 340 and the microphone is worth around 150.
I have one Sim living in the Hanamigawa starter house. She's still on her first week but it looks like her bills will be around 800, with lights at the default setting, which looks like All Lights On. The current values from the mailbox are:
- Lot Taxes: -332
- Power: -389
- Water: -10
- Other Taxes: 0
- Tax Breaks & Penalties: 0
- Total: 731
I can understand how that might be a bit difficult for a single Teen as head of household. You should look into other ways of earning money if the Lifeguard job isn't paying enough. @Simmingal already suggested some but here's some other ideas.
- Build up your programming skill and win the Hackathon at the GeekCon. First prize is a computer worth about 3000.
- Hacking
- Build up you video gaming skill and win the Ultimate Gaming Test. The prize is a Future Cube worth about 300 and you can repeat the test to win more of them.
- Ask another teen for a date. The prize for a gold-level date is a VIP bucket worth 645.
