Can't have NPC roommates because of extra sims in household

I don't know if this is a bug or a glitch, and feel free to correct me if I'm wrong. My game was updated and 100% vanilla. To keep it short, I started with 1 sim. I wanted to give her a roommate. Ther...

That's what I had to do because my lot was too small to put them anywhere else. In any case, I shouldn't have to buy a bunch of beds to accommodate for the number of roommates I want because of a pet, or baby or toddler.
