Wasn't the video I was originally thinking of but it explains the situation perfectly. Thank you! Admittedly was hoping it was an in game thing so I could have some really unique (creepy?) sims to play & regular sims encounter. Being computer level is a whole other matter. Still, the mystery is solved, so thanks again.
