Try the Outfit Evolution method.
(I just came up with that name.)
Create an outfit that you like.
And then add another, which will copy the current outfit.

Change out one or two items that match the remaining items.
In this case, a new top that matches the skirt.

Add a new outfit, and a new skirt and shoes to match that top.

New top.

New bottom.

Now your sim has a wardrobe of five outfits and it will feel like he/she is just mixing and matching clothes from his/her closet. If you get bored with them, simply go in and add a new item to freshen things up.
