Anyhow back on topic.
To be fair: TS3 and TS2 are related, they share the same technical foundation (engine). So it's true: TS3 did in fact benefit a lot from what was already there.
However, devs created a whole new engine for TS4, so they HAD to start from the scratch.
Edit: On Topic: I agree with what you say @jackjack_k in your OP .
IMO Cats & Dogs holds great value (even - or especially - compared to its past iterations).
